Can a country survive without a central cultural identity?

A sane country, in my opinion, would not expect to survive without a universally accepted and respected central cultural identity. This cannot be described because perfection itself is purely hypothetical and, of course, purely subjective. But you do recognize this inherent subjectivity by asking for my description so so much for that.
