Shisui is definitely overrated simply because we know none of his feats except that he and a young Itachi held off some of ROOT and forced them to retreat. All we know about Shisui is that he awakened his Sharingan and Mangekyo at very young ages, and became a Jonin at like 10 or 11 or something.
