Since no sea water is completely sterile, goggles are a must-have when it comes to swimming in the sea. Exposing the surface of your eyes to seawater can lead to swollen corneas or bacterial and viral infections. Not to mention the pain that comes with salt water stinging your eyes!

If you get saltwater into your eyes it will only hurt if the concentration of salt is wrong. Water with a so called isotonic concentration of salt compared to your body cells, which is 9g salt per liter, or 0.9\%, won’t hurt your eyes (i.e. eyedrops have this concentration).

It’s just a question of how ‘salty’ the tears are. Human tears have about the same osmolality as blood plasma (around 300mOsm/kg), while salt water from the ocean has at least 600mOsm/kg of salts and other solutes. If you made a very dilute salt solution, it should not burn your eyes.

The sea water contains a good amount of salt in it. It will be always better to avoid the direct sea water on the eyes. Eye wash that people use to clean their eyes after getting a chemical contaminate in them is a salt water solution, i.e. saline solution. The tears are also highly saline (contains salt).
