Can you Shadow Step while restrained?

A restrained creature has zero speed so cannot move. Shadow Step is a teleport that requires you to be in dim light or darkness and to be able to see another space within 60 feet that is also in dim light or darkness.

The Way of Shadow monk’s Shadow Step feature (PHB, p. 80) is defined as below: At 6th level, you gain the ability to step from one shadow into another. When you are in dim light or darkness, as a bonus action you can teleport up to 60 feet to an unoccupied space you can see that is also in dim light or darkness.

Is Shadow Step a spell?

To use this spell, you must be in an area of dim light or Darkness. You enter a Shadow or area of Darkness, which transports you along a coiling path of shadowstuff to another dim or dark location within range.

Can Shadow monks see through their darkness?

Yes, it is possible but… The number of ways you can go about it is limited to somehow seeing through magical darkness like by getting Truesight. Or by picking up 2 levels of Warlock for the Devil’s Sight Eldritch Invocation, in order for you to see through magical darkness up to 120 feet.

Can you teleport while restrained?

Immobilized or Restrained: Being immobilized or restrained doesn’t prevent a target from teleporting. So, if they are chained to something, they teleport free. If they are just tied up in chains, the chains teleport with them.

Does Shadow Step trigger Opportunity attacks?

Yes, it lets them avoid op attacks but many monks will take the mobile feat anyway.

Shackled to a wall: The shackles are not “on your person”, as in, you are not bearing the weight of them. Misty Step would allow you to teleport out of them, as they are attached to the wall primarily, not to you.

Problem: if darkvision from creature abilities and the spell darkvision don’t allow one to see through magical darkness, is it even possible for a Shadow Monk to use the darkness spell as an “exit” portal? User RS Conley suggests in one of the answers that it is possible to do exactly this.
