Why does Naruto not hit Sakura back?

Naruto doesn’t hit Sakura back for a few reasons: He’s a good guy, he doesn’t want to hurt her. Until the end of Shippuden, he has a crush on her. For part 1, he might have been weaker than her at certain parts.
