You can’t expect him to learn how to use a Mangekyou Sharingan in seconds. He probably didn’t want to use it because of all the pain in the memories that lay hidden in that Sharingan. It reminded him of the day where both his teammates “died.” Especially Rin since he awakened it after Rin died by his hand.
