Is wearing makeup in public Haram?

Some strict Islamic scholars rule haram for Muslim women to apply makeup in public because such beautification should only be restricted to their husbands and mahrams. Here is the fatwa cited from Islamweb.

Yes, we definitely can. As long as the makeup does not contain any haram/impure ingredients, we can offer our salah prayer with the makeup on.
