Absolutely. In fact when I last grew rutabagas the only edible part was the leaves due to the tough woody roots which were inedible. I made broth with the roots but that was all they were good for. Rutabaga (my family always referred to them as Swedes) leaves are like a cross between mustard greens and collards.
