Can a half sibling be a first cousin on ancestry?

The reason that we only share between 1300-2300 centimorgans with our parents’ siblings is because siblings don’t share 100\% of their DNA with each other. In addition, the way that DNA is passed down means that we will share significantly less DNA with our aunts and uncles than we do with our parents.
