Flies can hover, move vertically, and even fly backwards, tantalizing you with your inability to catch the little buggers. Most flies flap their wings over 200Hz, or 200 cycles per second.

Can winged boots hover?

You’re not actually hovering, since winged boots don’t grant that. The definition of hovering in 5E is that when you’re knocked prone you stay aloft, so if you’re knocked prone in the boots, you’ll fall.

Aarakocra can “hover” but only in the sense that they can remain in one spot in the air with no issues. Just like a character can stand in one spot with no issues. However the game does not call this “hovering” it is simply staying in the same spot and not moving.

Hovering in DnD (5e at least) means you never fall while flying. Ex: Beholders hover. Even if they don’t move during their turn, or get knocked over, they stay in the air. Birds don’t hover. If they don’t fly at least half their speed in their turn, or get knocked prone, they fall.

What if all flying creatures could hover?

If all flying creatures could hover, there would be no particular advantage to Spider Climb since flying in and around rock formations would be easy as walking around them. (Copper Dragons in 5e still have a Climb speed, BTW, but it’s not explained why or how they use it.)

By default creatures that possess a fly speed may end their turn in the air. However, doing so without the ‘hover’ ability exposes them to falling damage should an enemy somehow deprive them of movement.
