The counterspell would need to be used to prevent the Timestop spell. You attempt to interrupt a creature in the process of casting a spell. The Delayed Blast Fireball is actually cast during the Time Stop, so once the time stop ends, it’s too late to counter spell it (or any other spell cast during the Time Stop).

Can you use a spell as a reaction?

If you cast a spell as your action, it doesn’t restrict your ability to cast a reaction spell. (It can, however, prevent you from casting any spell as a bonus action; the rule is agnostic of order, so if you cast any non-cantrip spell as an action, then you can’t cast a spell as a bonus action.)

You can’t choose to cast it in another fashion (again, unless you benefit from some special feature that lets you do so). You cannot cast a reaction spell like Shield as an action, but you CAN cast it on your turn.
